ABOUT THE STATE SERVICE

The law determines the organizational and legal basis of the civil service, the legal status and social guarantees of civil servants of the Republic of Tajikistan.
CHAPTER 1. GENERAL PROVISIONS
Article 1. Basic concepts
The following definitions are used in this Law:
-dastgohi system of public administration, which aims to achieve the goal, functions and policies;
State body – an integral part of the state apparatus, which has competence and established regulatory and legal framework of state powers inherent in the legal form;
-mansaʙi – the structural unit of the state body, within the competence established by the Constitution of the Republic of Tajikistan was established to implement management, ensure that the powers of state civil servants and the competence of state bodies;
-mansaʙhoi state government – the position that the Constitution and laws of the Republic of Tajikistan for the exercise of state power;
-mansaʙhoi State civil service (political and administrative civil service positions) – positions that are established by law to exercise the powers of state government officials and the implementation of the competence of state bodies;
-xizmati (political and administrative) – The State Service for the Professional Activity of Civil Servants, which was established to ensure the exercise of the powers of state government officials and the implementation of the competence of state bodies;
-xizmatcii – a citizen of the Republic of Tajikistan, a public position of paid services in professional ranks in order to fulfill the powers of public officials and to exercise the powers of state bodies;
State-Khizmatcii is a public servant, he is connected with the national policy and is responsible for implementing the domestic and foreign policy of the Republic of Tajikistan;
State administrative-xizmatcii – civil servant, his job duties to ensure the exercise of the powers of government government officials, is directed to the political posts of the civil service and the implementation of the competence of state bodies;
-One state officials – a person, permanently, temporarily or with special powers, holding public positions of state power and public positions in the public service for the state and the competence of state bodies;
-fehristi public office – the list of state posts of the Republic of Tajikistan, in the working shift of state power and administration for implementation was provided by the government, ensuring that the powers of state civil servants and the competence of state bodies;
-fehristi civil servants – is a single database and information on the quantitative and qualitative composition of civil servants of the state apparatus, which was compiled on the basis of the biographical and professional activities of individual civil servants related to state and official secrets;

-kategorijai administrative posts of the civil service – administrative posts of the civil service, which are classified according to the size, nature and scope of the official civil servant’s duties;
Official -dhdadorihoi – obligations specified in a particular job that meets the purpose and objectives of government officials, civil servants within the limits established by law and regulatory enactments; (RT 11.03.2010, No. 603).
-ʙarxūrdi interests – an event, a civil servant in the performance of official duties under the influence of personal interests, decisions taken in favor of the opposition; (RT 11.03.2010, No. 603).
-manfiati – the general interest of the society, by impartial and legal decisions are carried out by public officials in the performance of official duties; (RT 11.03.2010, No. 603).
-manfiati advantages of personal material or other benefits for public servants who, directly or indirectly to themselves or to third parties as a result of the performance of their official duties or efforts; (RT 11.03.2010, No. 603).
